Marcel van Lohuizen a2a4db7375 unicode: upgrade to version 9.0.0 ...

Changes beyond generated tables:
- Now supports aliases to handle deprecated
  property classes.
- Some Mongolian letters are now modifiers.

Other changes:
- strconv: newly generated table to be in sync
- regexp/syntax: updated maxFold

Fixes #16191
