Guillem Jover 835d0526b7 Add --skip-hooks option and DUPLOAD_SKIP_HOOKS environment variable ...

This new option (and environment variable) makes it possible to easily
skip particular hooks, which might be inconvenient at times, w/o needing
to modify the configuration file.
