install-deps.sh: Switch to Node 14 for Debian/Ubuntu
The Debian-derived distros still carry Node 12, which doesn't work with
anything. Fix "make test" by upgrading to Node 14.

Add install-deps.sh helper script
Add a install-deps.sh script that installs the necessary dependencies on
