20541ea427 Add xtask support for builds 
This commit adds basic xtask support for building the libsql C library.
This tool allows us to use cargo and rust as the build system. The xtask
system is based off of https://github.com/matklad/cargo-xtask.

This tool provides two commands so far:

- `cargo xtask build` that will build `libsql-sqlite3`.
- `cargo xtask sim-tests` that will run the simulation test suite for
  `libsql-server.

a4a40f5aba clarify README 
From Abdur's feedback, it is important to justify the fork right in the
README instead of just pointing to the motivation page. So bring some of
the text - with adaptations for the README format - from the motivation
page back.

We have also heard feedback that the file compatibility claim is not
clear enough regarding future extensions like CRC that may require file
modifications, so clarify that as well.
