update RetroArch and libretro cores
- update RetroArch to 1.18.0 (will need to be updated later)
- update cores to latest
- update assets, info, shaders, overlays, database
- leave kronos only for Generic.x86_64 and x11.x86_64
- putt back some RetroArch changes (shutdown/restart, path)
- get_git: use PKG_ var for skipping submodules
