Add relevant patches from upstream, up to v5.16-rc6. The gaps in the patch numbersing are either patches that were picked into the stable kernel (6.12.y), or that are already backported in target/linux/generic. The gaps makes it easy for me to pick these patches from my working kernel git branch. Subject: [PATCH 11/22] v6.14: net: phylink: add pcs_inband_caps() method
Add a pcs_inband_caps() method to query the PCS for its inband link
capabilities, and use this to determine whether link modes used with
optical SFPs can be supported.
When a PCS does not provide a method, we allow inband negotiation to
be either on or off, making this a no-op until the pcs_inband_caps()
method is implemented by a PCS driver.
