Liu Yu 7f3fd08a3a kea: update to 2.6.3 ...

Update Kea to the stable release 2.6.3.
This version brings various build and security improvements.
In particular, support for Boost 1.87 has been officially merged
upstream, so the previously required patch 020-boost-187.patch
has been removed.
