generic: 6.1: initial backport of at803x PHY driver cleanup
Initial backport of at803x PHY driver cleanup. This is in preparation
for split and addition of new PHY Family based on at803x needed for
ipq807x and other IPQ Series SoC.

Other affected patch are automatically refreshed with
make target/linux/refresh

Subject: [PATCH 10/13] net: phy: at803x: make at8031 related DT functions name
more specific
Rename at8031 related DT function name to a more specific name
referencing they are only related to at8031 and not to the generic
at803x PHY family.
